We've been saying this was true since the torture policy was revealed. Torture is a very good way to get people to say what you want them to say....who cares if it's true or not. The Bushies, Cheney leading the way, wanted evidence of a link between 9/11 and Iraq. They needed that link. Otherwise, the movement of assets from Central Asia to the Middle East for a planned war with Iraq would be illegal under the Congressional Resolution, which specified that any country bombed or invaded had to have been connected to terrorist activities in the U.S., like knowingly harboring terrorists. Saddam, bastard that he was, in know way fit that bill.
